ABOUT THE FIRM

Jessica, the firm’s principle attorney, established the Law Offices of Jessica Quinn-Horgan in order to provide quality "big firm" legal services with the personal service and pricing structure of a boutique practice.


Prior to starting the firm, Jessica gained extensive litigation experience at several major Pittsburgh law firms. She took that experience and opened a practice that offers reasonable legal fees while maintaining the high level of client service afforded by large firms. She concentrates her practice in litigating all matters, including, corporate and civil matters, construction disputes, criminal defense, as well as family and custody law.

Jessica received her B.A. in Political Science from the University of Pittsburgh, where she graduated magna cum laude and was the recipient of the Elsie C. Umberger and Horace J. Umberger Memorial Award for Excellence in Political Science, and her J.D. from the University of Pittsburgh School of Law.  While at Pitt, Ms. Quinn-Horgan received various scholarships and honors and awards for concentrated studies, academic achievement and trial advocacy.

 

She is a member of the American Bar Association and its Litigation Section, as well as the Pennsylvania and Allegheny County Bar Associations.  Jessica is admitted to practice in the Commonwealth of Pennsylvania, the United States District Court for the Western District of Pennsylvania, the United States Court of Appeals for the Third Circuit, the United States Court of Appeals for the Second Circuit and the United States Supreme Court.

 

Jessica is actively involved in various professional and trade associations related to the construction industry, and has spoken and written about multiple construction legal topics such as PA Public Contracts and Procurement Regulations and Avoiding Construction Pitfalls: Legal Issues for Contractors.  She continues to be named as a Pennsylvania Super Lawyer.

In an attempt to stay connected and give back to the community, Jessica provides pro bono legal representation for domestic victims through Neighborhood Legal Services of Allegheny County and indigent clients through the Uptown Legal Clinic.
